All Times Eastern Standard Time.   Wave and Wind Directions are referenced to magnetic north.   The anemometer accuracy is +/- 0.3 m/s.   Directional accuracy is +/- 3 deg.   The wind is sampled at 2Hz (twice per second) and recorded as an 8 minute average.
